The answer to this can be found in the Prologue to the book, specifically on p. 17 of the paperback edition.  There, Diamond is discussing the importance of the fact that some societies have had power while others have been weaker.  He notes that this fact has implications even today since there are many places where there is civil unrest or even guerrilla warfare carried out by indigenous people against their conquerors.  Diamond notes that this is not, however, occurring in many places such as the Americas, Australia, Siberia, and Hawaii.  The reason that Diamond gives for this is that these indigenous populations have come to be too small to effectively resist. In Diamond's words, these populations 

became so reduced in numbers by genocide and disease that they are now greatly outnumbered ... (and) thus incapable of mounting a civil war...
